The National Park Foundation, its money and property, and any transactions involving them are free from federal, state, and local taxes. The Foundation may pay local governments, but only up to the amount it would have to pay if it were not tax-exempt or if it were a charitable nonprofit. It may also agree to payments when that is a condition of receiving property. Gifts to the Foundation are treated as gifts to the United States.
