The Service must create and use a maintenance management system for its maintenance and operations work. The system must keep a detailed list of all assets that need upkeep, and a set of tasks showing the work for each unit. It must set clear work rules that say how often work is done, the quality to meet, how to do it, what people and tools are needed, and how much a worker should do. It must include an annual plan and budget, a prioritized schedule with needed staff, job orders and records of actual labor and costs, and reports that compare planned versus actual work and spending.
