The Secretary must, when making a transportation plan, announce the plan in the Federal Register and in a local newspaper or periodical near the affected area, and then hold a public meeting at a convenient location nearby. Before starting any project from that plan, the Secretary must set up procedures, including public meetings, so State and local governments and the public get notice and can comment. If a project will cost more than $100,000 in any fiscal year, the Secretary must send a detailed report to the Committee on Energy and Natural Resources of the Senate and the Committee on Natural Resources of the House of Representatives. The project can begin only after 60 days have passed from that report, not counting days when the Senate or House was adjourned for more than 3 consecutive days.
