Title 54 › Subtitle Subtitle I— National Park System › Chapter 1019— CONCESSIONS AND COMMERCIAL USE AUTHORIZATIONS › Subchapter II— COMMERCIAL VISITOR SERVICES › § 101920
The Secretary must, whenever possible, hire private companies to do parts of running the Service concessions program that can be done outside the federal government. That work includes health and safety checks, quality control of operations and facilities, long-term capital planning for concession buildings, and studying rates and charges to the public. The Secretary may also hire help with the financial parts of prospectuses, system-wide capital improvement and maintenance guidelines, and advice on annual audits of concession fee spending. The Secretary should consider contracting other management tasks after reviewing the Advisory Board’s recommendations. Hiring contractors does not remove the Secretary’s responsibility or final authority to manage, approve, or reject concession contracts.
