Creates a revolving fund the Secretary can use without yearly limits to pay for costs tied to commercial visitor services and facilities, like managing, improving, operating, building, and maintaining them, and to pay possessory interest and leasehold surrender interest. Money collected under the contracts in this subchapter goes into the fund, and the Secretary may move other related revenue into it without repayment. The fund must be used to carry out the law’s purposes and cannot be used to reduce services and programs available to the public.
