Summary

Creates a revolving fund the Secretary can use year after year to pay for running, fixing, improving, building, and caring for commercial visitor services and facilities, and to make possessory and leasehold surrender interest payments (payments tied to private use of public land and lease endings). Money collected under the related contracts goes into the fund, and the Secretary may add other related revenues to it without having to repay them. The fund must be used to support the law’s purposes and cannot be used to cut services or programs available to the public.
