Title 54 › Subtitle I — National Park System › CHAPTER 1023 — PROGRAMS AND ORGANIZATIONS › § 102303
Creates a National Park System Advisory Board to give advice to the Director and the Secretary about the National Park Service, the park system, and related programs. The Secretary appoints up to 12 U.S. citizens to staggered terms of up to 4 years and may remove them. Members must represent different areas of the country; at least 6 must have strong expertise in fields like history, archaeology, anthropology, architecture, biology, ecology, geology, marine science, or social science; at least 4 must have experience managing parks or protected areas; and at least one must be a local elected official near a park. The Board must meet for the first time within 60 days after all members are appointed. Vacancies do not stop the Board from working and are filled the same way as the original appointments. Members are paid travel and per diem under subchapter I of chapter 57 of title 5; federal employees who serve get no extra pay except for travel. The Board may make its own rules, give advice and recommendations (including on national historic and natural landmark designations), hold hearings, take testimony, enter contracts, spend money, administer oaths, form committees, and use the U.S. mail. Federal agencies must provide information and may offer facilities or services on request. The Secretary may hire 2 full‑time staff for the Board. Service on the Board is not treated as federal employment for conflict‑of‑interest laws or for the purpose of section 8344 of title 5. Chapter 10 of title 5 applies except for section 1013(b). The Board ends on January 1, 2010.
