The Secretary can help people in a System unit during an emergency when no other help is available. For visitors, the Secretary may sell food or supplies at cost in amounts just enough to get them safely to a place where they can buy more. For grantees, permittees, or licensees running public services, the Secretary may sell at cost (including transportation and handling) the supplies, materials, or special services needed to relieve the emergency and keep services going. Money from these sales must be returned to the same appropriation in effect when deposited and can be used to buy similar items or for System unit purposes.
