The Secretary must set up a Federal Interagency Council on Outdoor Recreation. The Council will include representatives from eight federal agencies: the National Park Service, Bureau of Land Management, Fish and Wildlife Service, Bureau of Indian Affairs, Bureau of Reclamation, Forest Service, Army Corps of Engineers, and NOAA. The Secretary can also invite other federal, state, local, and private groups to join meetings, and must try to make sure States are invited. Leadership will rotate every 2 years among the main members or as the Secretary decides with the Secretaries of Agriculture, Defense, and Commerce. Even with Public Law 117–328 in effect, the main members may agree to share the Council’s management and operating costs. The Council must meet as needed to coordinate on outdoor recreation issues. That includes recreation programs and policies across federal lands and waters, emergency responses and closures, investments (including funds under section 40804(b)(7) of the Infrastructure Investment and Jobs Act (16 U.S.C. 6592a(b)(7))), new technologies, research (like economic impacts), sharing recreation information publicly, improving access, and working with outside partners to promote and support recreation. Nothing here changes any agency’s existing authority, rules, or policies.
