At-risk youth recreation grant — a grant for neighborhoods with high crime that can be a rehabilitation grant, an innovation grant, or a matching grant to keep a proven youth program running; rehab grants used this way may pay for lighting, emergency phones, or other capital work to make an urban park safer. General purpose local government — a city, county, town, township, village, other general-purpose local unit, or the District of Columbia. Innovation grant — a matching grant to a local government to test new, cost-effective ways to improve neighborhood park and recreation services (staff, space, equipment, supplies, or services), but not routine operating costs. Maintenance — the regular work needed to keep parks and facilities in good repair and prevent normal wear-and-tear. Private, nonprofit agency — a community nonprofit group that provides recreation, conservation, or education to urban residents using donations, volunteers, or grants. Recovery action program grant — a matching grant to help local governments assess needs, plan with citizens, coordinate efforts, and create recovery programs and priorities for park and recreation systems. Recreation area or facility — an indoor or outdoor park, building, site, or similar place run by a public or nonprofit group for neighborhood residents; focuses on neighborhood-accessible sites and community centers and excludes large commercial arenas, exhibition halls, and conference centers. Rehabilitation grant — a matching capital grant to rebuild, remodel, expand, or develop existing recreation places and support facilities, not routine upkeep. Special purpose local government — a special district or limited local unit, such as a park authority, park/conservation/water/sanitary district, or a school district. State — a State, a state instrumentality approved by the governor, and Puerto Rico, Guam, American Samoa, the Virgin Islands, and the Northern Mariana Islands.
