The Secretary can give 70 percent matching rehabilitation and innovation grants directly to eligible general purpose local governments when their chief executive applies and the Secretary approves. Innovation grants must link to local park and recreation recovery plans and to the special considerations in section 200504(c)(2). Grantees may transfer all or part of a grant to certain local governments, nonprofits, or park authorities if the facility serves the grantee’s public. Payments are only for Secretary‑approved projects, made as work proceeds; up to 20 percent can be advanced. Changes are allowed only for unforeseen needs shown by the grantee.
