The Secretary must work with national historic and archaeological groups to set rules for which places can be listed on the National Register and which can be named National Historic Landmarks. The Secretary must also create rules for how places are nominated or removed, how certified local governments can recommend places, how appeals are handled, how places are nominated to the World Heritage List under the World Heritage Convention, how eligibility is decided, and how owners, local governments, and the public are notified when a place is being considered.
