The Secretary must create a program and write rules to help Indian tribes preserve historic property. The program must get tribes, State Historic Preservation Officers, and Federal agencies to work together so all kinds of historic places and public interests are considered in planning and preservation. The program must respect tribal values when possible, and the Secretary may change or waive rules to fit tribal cultural needs. Each tribe’s main governing body decides how large its tribal program will be. The Secretary must consult with tribes, Federal agencies, State Historic Preservation Officers, and other interested parties.
