The Secretary must run a program that gives direct grants to help preserve places listed on the National Register. Each year, the grants cannot use more than 10 percent of the money Congress puts into the Historic Preservation Fund. Grants, given with advice from the state historic preservation officer, can pay to save National Historic Landmarks at risk of demolition or damage, protect historic places of World Heritage importance, support demonstration projects about preservation methods, train skilled preservation workers and curators, and help people or small businesses stay in historic districts. Grants to save landmarks or help people/small businesses can only be used if the project cannot be done as effectively with an insured loan under section 303901 of this title.
