The Secretary will give direct grants from the Historic Preservation Fund to the Federated States of Micronesia, the Republic of the Marshall Islands, and the Republic of Palau under the Compacts of Free Association (Compact of Free Association Act of 1985 (48 U.S.C. 1901 et seq., 2001 et seq.) and the Palau Joint Resolution (48 U.S.C. 1931 et seq.)). The money must help start and strengthen local historic and cultural preservation programs so they keep working after the compacts end. The Secretary will decide how to split the funds based on need and can change or waive program rules, including matching fund rules, to fit each nation’s culture.
