The Secretary must create and run a broad preservation education and training program. The Secretary must work with the Council and other federal, tribal, Native Hawaiian, and non‑federal groups. The program must include four things: (1) standards and more preservation training for federal staff; (2) training for other government workers and students; (3) technical or financial help for historically black colleges and universities, tribal colleges, and colleges with many Native American or Native Hawaiian students to start preservation training and degree programs; and (4) when appropriate, coordination with the National Center for Preservation Technology and Training to share technology information, add trades and skills training, and support research, conservation, curation, interpretation, and display.
