The Council can make agreements with any federal agency that runs grant or aid programs to help those programs work better toward the division’s goals. Those agreements can change how recipients are picked or let the Council help choose recipients, as long as they do not conflict with the program’s law or purpose. The Council can review how grant and aid programs are run. It can recommend changes to agency leaders to make programs more consistent with the division’s goals and more effective. It can also advise the President and Congress about program effectiveness and about appropriate funding.
