The Secretary must create the African American Civil Rights Network inside the National Park Service. The Network must check existing studies so it does not repeat work, make and share education materials like handbooks, maps, guides, or online info, sign agreements to give technical help, and design one official symbol for the Network with rules for how that symbol can be used. The Network includes National Park Service units and programs tied to the African American civil rights movement from 1939 through 1968; with the owner’s permission, federal, state, local, or private properties that are connected to the movement and are on or eligible for the National Register of Historic Places; and other government or non‑government educational, research, or interpretive programs directly related to the movement.
