The Secretary may survey places that seem best for honoring each former President. The survey can look at sites tied to a President’s life or work, or other places or buildings that might serve as a memorial. The Secretary must send reports and a recommendation to the House Committee on Natural Resources and the Senate Committee on Energy and Natural Resources. Each report must say whether a site is suitable and give information on land needs, building or visitor facilities, operation and maintenance, and cost estimates. If neither committee votes by majority to disapprove the recommendation within 6 months after the report is sent, the Secretary may create the place as a national historic site and include the land named in the report. The Secretary can get land by donation, purchase with donated or appropriated funds, transfer from another federal agency, or exchange. This law does not reduce the Secretary’s powers under chapter 3201 and does not let the Secretary create any national memorial that only Congress may create.
