The Commission must find and publish a list of cemeteries, monuments, and historic buildings located outside the United States that are connected to the foreign heritage of U.S. citizens from eastern and central Europe, especially those at risk of decay or destruction. It must work with the Secretary of State to get promises from foreign governments to protect those sites. The Commission must also write and share reports about the sites’ condition and about efforts to protect them. The Commission can hold hearings, take testimony, and gather evidence. It can hire staff and temporary help under the federal civil service rules in Title 5 and pay temporary workers up to the daily equivalent of the top annual rate under section 5376 of Title 5. It can ask other federal agencies to detail employees on a reimbursable basis, request needed information from agencies, accept gifts, and use the U.S. mail like other agencies. The General Services Administrator must provide administrative support to the Commission on a reimbursable basis.
