Federal agencies in charge of a construction project can help the Secretary by doing the work or by giving money. They may give up to 1 percent of the total amount authorized for the project, unless the project costs $50,000 or less, in which case the 1 percent limit does not apply. Costs for surveys, recovery, analysis, and publication are treated as nonreimbursable project costs. Money set aside for these purposes stays available until it is all spent.
