Gives the Secretary $80,000,000 to carry out the law. The money stays available until it is spent. Up to $10,000,000 of that can be given as Japanese American Confinement Education Grants to Japanese American organizations. Grants are competitive, must be at least $750,000 each, and smaller organizations (under 100 employees) get priority. For these grants, the Secretary must require recipients to provide a 50% match from non‑Federal sources (cash or goods fairly valued). The Secretary can waive some or all of that matching rule if an applicant has no reasonable way to meet it and the project’s likely benefit is greater than the public interest in keeping the match.
