§105 Biodefense Analysis and Budget Submission

Summary

Starting in fiscal year 2023, the OMB Director must work with the Secretary of Health and Human Services to do two things every year: closely review all federal biodefense programs and create one combined biodefense budget request. The OMB Director must also give all agencies a single definition of “biodefense” under the National Biodefense Strategy. The yearly review must show all funds requested (mandatory and discretionary), broken down by agency and by biodefense areas (like threat awareness, prevention, deterrence, preparedness, surveillance/detection, response and attribution including bioforensics, recovery, and mitigation). It must explain how each program supports the Strategy’s goals. The report must be sent to Congress when the President’s budget is submitted.
