The Secretary may set up and run a National Domestic Preparedness Consortium inside the Department. The Consortium includes seven named training centers: the Center for Domestic Preparedness; the National Energetic Materials Research and Testing Center (New Mexico Institute of Mining and Technology); the National Center for Biomedical Research and Training (Louisiana State University); the National Emergency Response and Rescue Training Center (Texas A&M University); the National Exercise, Test, and Training Center (Nevada Test Site); the Transportation Technology Center, Incorporated (Pueblo, Colorado); and the National Disaster Preparedness Training Center (University of Hawaii). The Consortium must create, test, and deliver training to State, local, and tribal emergency responders, give on-site and mobile courses for field and management levels, and help Department training partners deliver training. Authorized funding: for the Center for Domestic Preparedness—$57,000,000 (FY2008), $60,000,000 (FY2009), $63,000,000 (FY2010), $66,000,000 (FY2011); for each of the other six centers—$22,000,000 (FY2008), $23,000,000 (FY2009), $24,000,000 (FY2010), $25,500,000 (FY2011). The Secretary must ensure future funding for five listed centers is at least what they received in fiscal year 2007.
