Title 6 › Chapter 4— TRANSPORTATION SECURITY › Subchapter I— TRANSPORTATION SECURITY PLANNING AND INFORMATION SHARING › § 1103
The Secretary must create a National Transportation Security Center of Excellence to do research, teach, and give security training for transportation employees and professionals. The Secretary will pick one of the listed colleges to lead the Center and that lead school must make agreements with the other named schools and any others the Secretary adds to form a consortium. The Center includes six named institutions (Texas Southern; the National Transit Institute at Rutgers; Tougaloo; the Connecticut Transportation Institute at UConn; Long Island University's Homeland Security Management Institute; and the Mack‑Blackwell Center at the University of Arkansas) and any additional schools. When practical, added schools should include HBCUs, Hispanic Serving Institutions, and Indian Tribally Controlled Colleges and Universities. Congress authorized $18,000,000 for each of fiscal years 2008, 2009, 2010, and 2011.
