Makes the Secretary of Homeland Security the main federal official in charge of transportation security. It says the Department of Homeland Security and the Department of Transportation must follow the roles and duties set under the Aviation and Transportation Security Act (Public Law 107–71); the Intelligence Reform and Terrorism Prevention Act of 2004 (Public Law 108–458); the National Infrastructure Protection Plan (Homeland Security Presidential Directive–7); the Homeland Security Act of 2002; the National Response Plan; Executive Order No. 13416 (December 5, 2006); the Memorandum of Understanding between the two Departments dated September 28, 2004, including its annexes; and any other related agreements.
