The Secretary must set up a program of security drills for long‑distance buses. The goal is to test and improve how groups prevent, prepare for, respond to, and recover from terrorist attacks. The drills must cover federal, state, local, and tribal governments; bus companies and terminal owners; emergency responders and police; and any other groups the Secretary chooses. The program should bring together existing bus security drills unless the Secretary waives that. Exercises must be scaled to need, help people with disabilities and the elderly, be live at the highest‑risk sites, be coordinated with officials, match current risk information, include frontline workers, be measured with clear performance standards, share best practices, recommend fixes, give communities advance notice when needed, and help others run similar drills. The program must also match the National Exercise Program under section 748.
