The Secretary, working with the Under Secretary for Science and Technology and the TSA Administrator, must run a research and development program to make over‑the‑road buses and their stations safer. The work can include projects to cut risks from explosives and hazardous chemical, biological, or radioactive materials; develop ways to screen large numbers of passengers quickly with little delay; test emergency response and recovery methods (including at borders); improve training and other technologies (for example, training in tunnels if needed); strengthen communications, power, computer, and bus control systems; and address other risks the Secretary finds. The Secretary must keep the bus program consistent with other transportation security research and try to coordinate with DOT, the National Academy of Sciences, the Technical Support Working Group, other federal agencies, and federal and private labs and colleges (including HBCUs, HSIs, and tribal colleges). Projects can be done with other agencies that already do similar work or have special facilities, and the Secretary may give grants or make contracts or agreements with those partners and with private bus operators who can offer space or resources. The Chief Privacy Officer and the Officer for Civil Rights and Civil Liberties must be consulted and must do privacy and civil‑rights reviews when a project could affect privacy or civil liberties. Funding of $2,000,000 is provided for each of fiscal years 2008, 2009, 2010, and 2011, and the money stays available until spent.
