The Secretary must create a program, working with the Administrator of the Transportation Security Administration and using research under section 1168, to encourage putting tracking and alert technology on railroad cars that carry security-sensitive materials (see section 1151). The tech must show the car’s location and give alerts for depressurization, a breach, unsafe temperatures, or a release of hazardous materials. The Secretary must coordinate with the Secretary of Transportation and follow DHS pilot program findings. Three million dollars is made available each year to carry out this program for fiscal years 2008, 2009, and 2010.
