The Secretary must run the Homeland Security Advisory System and has the main responsibility for giving warnings about terrorism threats to federal, state, local, and tribal governments and to the public when appropriate. The Secretary must set rules for when to issue or cancel warnings and create a method that follows those rules. Each warning must give specific, practical steps people, governments, emergency responders, and businesses can take, with as much helpful detail as possible. When it can, a warning should focus only on the region, town, or economic area at risk. Warnings must not rely solely on color codes.
