The Secretary must have the Under Secretary for Intelligence and Analysis create a training program for State, local, and tribal officials, including law enforcement, intelligence analysts, and other emergency responders. The training will teach the intelligence cycle and federal rules on how to develop, handle, and review intelligence and other information. It must also include executive-level lessons for senior officials. Whenever possible, the Federal Law Enforcement Training Center and other federal training bodies should run the courses. If they cannot, the Secretary may approve another provider. The Under Secretary must consult with the FLETC Director, the Attorney General, the Director of National Intelligence, the FEMA Administrator, and other appropriate partners like industry, colleges, nonprofits, and other federal intelligence agencies.
