§124f Intelligence Training Development for State and Local Government Officials

Summary

The Secretary must create a training program, through the Under Secretary for Intelligence and Analysis, for State, local, and tribal officials — like police, intelligence analysts, and emergency responders. The program must teach the intelligence cycle and the Federal laws, rules, and practices about how intelligence and related information are developed, handled, and reviewed. It must also include higher-level training for senior leaders. Where possible, the Federal Law Enforcement Training Center and other federal training centers must run the courses. If they cannot, the Secretary may approve another group to teach them. The Under Secretary must talk with the FLETC director, the Attorney General, the Director of National Intelligence, the FEMA Administrator, and other appropriate partners (such as industry, colleges, nonprofits, and other federal intelligence agencies).
