The President or an agency head may consider an employee’s success in sharing information when giving cash awards under chapter 45 of title 5. They must consult the program manager designated under section 485. The sharing can include homeland security information, terrorism information, weapons of mass destruction information, or national intelligence (as defined in section 3003(5) of title 50). The sharing must follow the policies, guidelines, procedures, instructions, or standards set by the President or the program manager for that information sharing environment. The head of each department or agency named in section 485(h), working with the program manager in section 485, must adopt best practices to teach and motivate officers and employees to take part in the information sharing environment. These practices should include using promotions and other nonmonetary awards and publicizing employee information-sharing accomplishments and, when appropriate, the real benefits that resulted.
