Title 6 › CHAPTER 1 — HOMELAND SECURITY ORGANIZATION › SUBCHAPTER II — INFORMATION ANALYSIS › Part A — Information and Analysis; Access to Information › § 124h
Creates a Department of Homeland Security program to work with State, local, and regional fusion centers. The program must give those centers operational and intelligence help, training and exercises, analytic and reporting support, management help, and a single DHS point of contact to share information and coordinate with other Federal agencies. DHS must assign officers and intelligence analysts to participating centers—drawing from the Office of Intelligence and Analysis, CISA, TSA, Customs and Border Protection, ICE, the Coast Guard, or other DHS parts—after they get required intelligence, privacy, and civil liberties training, meet other qualifications, and have the proper security clearances. Staff at border-area centers must especially include CBP, ICE, and Coast Guard people and must produce border-focused intelligence products to help detect and stop threats. Assigned personnel must have access to relevant Federal databases under applicable rules. DHS must set voluntary feedback for users and report to Congress starting within one year after August 3, 2007 and then every year, and must publish or update a five-year engagement strategy by one year after March 2, 2020 and at least every five years after that. DHS must also issue guidelines for how fusion centers operate (mission, governance, privacy protections and training, security, personnel, information sharing, and services). Funding of $10,000,000 is authorized for each fiscal year 2008 through 2012. Definitions (one line each): fusion center — a joint effort by two or more government agencies to share resources and information; information sharing environment — the DHS information sharing system under section 485; intelligence analyst — someone who collects, analyzes, or produces information affecting national security; intelligence-led policing — using analyzed information to guide law enforcement decisions; terrorism information — as defined in section 485.
