The Secretary must add advanced network security tools, including commercial and free/open-source options, to watch for and stop intrusions and unusual activity. The Director will make a plan and the Secretary must make sure every agency uses those tools. The Director and Secretary must update government-wide policies, brief the right congressional committees, and change the security measures under section 3554 of title 44 to include intrusion detection and response times. They must put more cybersecurity metrics on federal performance websites and, when possible, show data for department components, small agencies, and micro-agencies. These rules do not apply to the Department of Defense, national security systems, or the intelligence community.
