The Director must run and support National Law Enforcement and Corrections Technology Centers (called Centers) and, if needed, create new ones through a merit‑based competition. The Centers must help research and develop law‑enforcement technology, move new technology into use, create and share technical guidelines and standards, and give technology help and information for law enforcement, corrections, and the criminal justice system. Each year the Director must hold a meeting of the Centers to encourage cooperation. No later than 12 months after November 25, 2002, the Director must send Congress a report that checks how well the Centers work and says how many Centers are needed for federal, state, and local law enforcement.
