Under subchapter XII, the Secretary must take over the functions, staff, property, and debts of certain programs. Programs tied to the United States' strategic nuclear defense posture are not included. The transfer covers several Department of Energy activities. These include chemical and biological national security and nonproliferation research; nuclear-smuggling detection work (the President can order it moved or run jointly with the Energy Secretary); nuclear assessment work in international materials protection; certain life‑science work on microbial pathogens if the President designates it; the Environmental Measurements Laboratory; and advanced computing research at Lawrence Livermore National Laboratory. It also includes the Department of Defense’s National Bio‑Weapons Defense Analysis Center and related Defense Department functions.
