The Secretary must set up a federally funded research and development center called the Homeland Security Institute. The Institute will be run as a separate entity by the Secretary. The Secretary will decide the Institute’s duties. Its work can include 8 types of tasks, such as analyzing systems and risks, modeling vulnerabilities, doing economic and policy studies, evaluating security measures and technologies, improving common standards and interoperability, creating and using performance metrics, running exercises and simulations, and making strategic technology plans to protect critical infrastructure. The Institute must consult with industry, colleges, nonprofits, other government agencies, and other federally funded research centers. It must use the National Infrastructure Simulation and Analysis Center and send an annual report to the Secretary and to Congress. The Institute will end 5 years after it is established.
