The Under Secretary for Science and Technology must create a research and development program, run by the Office for Interoperability and Compatibility. The program must help emergency responders and government officials keep talking during natural disasters, terrorist acts, and other emergencies. It must also build communications that work together across agencies. To do that, the program will fund competitive research, including work through the Directorate of Science and Technology and the Homeland Security Advanced Research Projects Agency, and may consider creating a DHS Center of Excellence focused on better responder communications. The program will support testing, study current systems’ strengths and problems, explore new technologies, and help move proven advances into use. interoperable: see section 578 for the official meaning.
