Keeps the General Services Administrator in charge of running, maintaining, and protecting federal buildings and grounds that the Administrator controls. Aside from law enforcement and security duties moved under section 203(3), the Administrator keeps the other powers from chapter 1 (except section 121(e)(2)(A)), chapters 5–11 of title 40, and other laws needed for those building functions. Does not force the Administrator to give up collecting rents and fees, including fees for protective services. It also does not let the Secretary or other Department officials spend money from the Federal Buildings Fund (section 592 of title 40). Any rents or fees the Administrator transfers to the Secretary must be used only to protect federal buildings and grounds.
