Officials must talk with the FAA Administrator before doing anything that could affect aviation safety, airline operations, aircraft airworthiness, or the use of airspace. The Department must have a liaison office for that. Within 60 days after November 25, 2002, the Secretary of Transportation must give Congress a plan to meet section 44901(d) of title 49. The chapter does not give the Secretary or other officials any new transportation security powers beyond those already held the day before November 25, 2002, and it does not allow obligating funds made available under section 48103 of title 49.
