Summary

Create a program run by Customs and Border Protection, working with the State Department, the Department of Justice, and the FBI, to stop a child from leaving the United States when a parent or guardian gives a CBP officer a court order banning the child’s removal in time to prevent the trip. The program must also use other existing tools to address wrongful removals and help bring children back. The State Department must lead a working group of top officials (those appointed by the President and confirmed by the Senate) from State, DHS (including CBP and ICE), and Justice (including the FBI). The Defense Department must name an official to coordinate with State and handle cases involving active-duty service members.
