Within 1 year of being sworn in, the Secretary must give the House and Senate Appropriations and Judiciary Committees a plan showing how the Bureau of Border Security, after transfers under section 251, will fully and fairly enforce the Immigration and Nationality Act for those duties, consulting key federal officials and state and local law enforcement.
