Moves to the Agency all duties and parts of the Federal Emergency Management Agency and the Directorate of Preparedness as they existed on June 1, 2006. That includes their people, assets, programs, authorities, liabilities, and the related duties of the Under Secretaries. Keeps three parts inside the Preparedness Directorate from being moved: the Office of Infrastructure Protection, the National Communications System, and the National Cybersecurity Division, along with their staffs, assets, authorities, and liabilities.
