The Administrator must appoint a Disability Coordinator after talking with disability groups, the National Council on Disabilities, and the Interagency Coordinating Council on Preparedness and Individuals with Disabilities set up by Executive Order No. 13347. The Coordinator must report directly to the Administrator so disability needs are covered in emergency planning and disaster relief. The Coordinator must give guidance and coordinate planning and relief for disasters, work with federal, state, local, and tribal officials and disability organizations, share best practices and evacuation plans, create training for responders and officials, make hotlines, websites, and emergency video accessible to people with hearing or vision disabilities, help ensure accessible evacuation transport, protect evacuees’ housing choices after evacuation, include disability needs in the national preparedness system under section 744, and carry out other tasks the Administrator assigns.
