Make and run the Department’s management decisions. The Under Secretary for Management must be the Chief Management Officer and the Secretary’s top adviser on running the Department. They must oversee the budget and spending, buying and contracts, staff and human resources, information technology and communications (including interoperable communications), buildings, equipment and vehicle fleets, security, strategic and performance planning, grants, and efforts to modernize and combine management systems. They must create centralized data and standard reports, improve program oversight and audits, and prepare a transition and succession plan before December 1 in any year with a Presidential election. They must report to the Government Accountability Office every six months about progress on GAO high‑risk management problems until the Comptroller General says the problem is fixed. The Under Secretary must also notify Congress and the Department’s Inspector General within five days when a Chief Procurement Officer or Chief Financial Officer waives a rule that stops business with suspended or debarred parties, and must explain why the waiver was needed. They must run fleet management across the Department: set a standard way to size fleets, collect quarterly fleet data (and aim for automated data), approve most leases and purchases, require annual vehicle allocation tools and fleet plans starting in fiscal year 2018, and guide leasing, disposal, or reallocation of excess vehicles. If components fail to follow the rules, the Under Secretary can recommend cutting funding and, starting in fiscal year 2019, block new leases and limit pay or car service for responsible officials. The Under Secretary is chosen by the President with the Senate’s approval, must have high‑level management experience, sign an annual performance agreement, and receive a yearly evaluation. Contracting and grant officials must check the System for Award Management before giving awards. The term “interoperable communications” is defined in section 194(g).
