Title 6 › Chapter 1— HOMELAND SECURITY ORGANIZATION › Subchapter VIII— COORDINATION WITH NON-FEDERAL ENTITIES; INSPECTOR GENERAL; UNITED STATES SECRET SERVICE; COAST GUARD; GENERAL PROVISIONS › Part E— Human Resources Management › § 414
Within 180 days after October 4, 2006, the Secretary must create a Homeland Security Rotation Program for Department employees using recognized best practices, including guidance from the Chief Human Capital Officers Council. The program must follow the Department’s human capital plan and give mid‑level and senior employees chances to work in other parts of the Department. It must broaden skills and knowledge, build workplace connections, offer rewarding career opportunities, and support hiring, retention, and succession planning. It must add to, not replace, rotation programs already in place on October 4, 2006. The Chief Human Capital Officer must run the program, set rules for who can join, pick participants, offer incentives like promotions or hiring preferences, provide training, and coordinate with existing programs. Employees who take part keep their pay, benefits, seniority, and other rights. Within 180 days after the program starts, the Secretary must report to Congress describing the program, how many employees are participating, and how it helps with leadership and succession planning.
