Agency heads must use faster, streamlined buying rules when it makes sense for a purchase covered by section 422. That includes using laws that allow buying without full competition in certain cases (sections 3304(a)(1),(2),(6),(7) and 3204(a)(1),(2),(6),(7)), using rules for orders under task and delivery order contracts (sections 4106 and 3406), and rules that make a procurement notice unnecessary (section 1708(b)(1)(B),(1)(D),(2)(A)). Two specific parts of title 15 (subclause (II) of 637(a)(1)(D)(i) and clause (ii) of 657a(b)(2)(A)) do not apply when using those streamlined authorities for a section 422 purchase.
