By March 31, 2004, the Comptroller General must finish a review of how purchases of property and services were made under this subchapter and must send a report on the results to the Senate Committee on Governmental Affairs and the House Committee on Government Reform. The report must say how those purchases affected each executive agency’s ability to do its mission, how much federal employees were trained to use technology, and any recommendations. Before the review, the Comptroller General must consult with those two committees about which issues and data to cover, such as technology integration, employee training, and human capital management.
