Defines key words used in this part. Qualified anti-terrorism technology means a product, device, service, or information technology that is made or chosen to prevent, detect, identify, deter, or reduce harm from terrorist acts and that the Secretary calls by that name. Act of terrorism means an unlawful act the Secretary says meets certain criteria: it harms people, property, or organizations in the United States (or affects U.S. air carriers or certain U.S-based vessels anywhere) and uses or tries to use tools or methods meant to cause mass death, injury, or big loss. Insurance carrier means any legal entity that sells commercial property and casualty insurance, including affiliates. Liability insurance covers four kinds of legal claims: damage to others’ property; lost income or extra costs from that damage; injury to people who are not the insured or its employees; and losses from another’s debt or default. Loss means death, physical injury, or property damage, including business interruption. Non-Federal Government customers are buyers who are not U.S. government agencies or instrumentalities with indemnification power under Public Law 85–804 (50 U.S.C. 1431 et seq.), such as state and local governments and private businesses.
