Starting in fiscal year 2004 and after, unless something else says otherwise, government money may be used even if it goes over the normal yearly price limit to buy uniforms; to buy insurance for official vehicles used in foreign countries; to contract with the Department of State for health and medical care for employees and their dependents working abroad; for services allowed by section 3109 of title 5; and to hire or buy motor vehicles under section 1343 of title 31. Buying passenger vehicles for police-type use also can be done without following the usual yearly price limit.
