When the Department sends its budget request to Congress, it must also send a Future Years Homeland Security Program at about the same time. That program must include the same kinds of information, organization, and detail used in the Defense Department’s multi-year program. It must also show the homeland security strategy the Secretary develops and updates each year, and explain how the planned money and resources match that strategy. This rule started with the Department’s fiscal year 2005 budget. The first Future Years Homeland Security Program had to be sent no later than 90 days after the Department’s FY2005 budget request, and the requirement applies to that year and every year after.
